Quiet and well decorated.
The service is not great though. The usual country-style "customer service".
I came with a friend that looked under age. And the guy in charge of security blocked us the entrance and said "Passports please".
In a civilised country they would say "Good evening, I apologise but due to regulation / policy entrance is restricted to adults only and some of you look under-age so we have no other choice than ask for your IDs to verify your age"
I am extremely shocked to see that many business in Daugavpils behave as if they had lots of customers and their finances were booming. When we all know that that is not the case.

Has a nice feel, cheap drinks, pooltables and gambling. Sometimes you need to show your passport but usually driver's license is enough.
