We went in for cake and drinks in the afternoon. There was an event when we were there. Many local men singing (shouting) loudly together. It was fascinating at first, but very quickly became too much and we just wanted out.
The service was bad, they didn't have many things on the menu, and the place looked like it hasn't been cleaned in a while with spider webs on many windows and corners (it was windy, and the windows of the terrace were down to provide protection)

A great little restaurant right on the lakes.
A good little menu with pizza & some local options.
I went in of season so thought they might not take to non locals, but we were made to feel welcome, even through the language barrier.
Food arrived promptly and was very tasty.
And it was very cheap!
One down point, is that the locals/staff still smoke in the non smoking section - but you hmso have to go through the smoking section to get to the non smoking section.
But this is common in many Montenegro restaurants.

View is absolutely stunning here, however they wouldn't serve food on the balcony, only drinks. Which is such a shame considering they have the best view. Instead you need to eat inside the dingy cafe. Really such a shame.

Кафић је смештен у самом центру града и са одличним погледом на Пивско језеро. Особље је веома љубазно и услужано. Храна је задовољавајућа.

Good place to have a cheap snack (black coffee costs 0.50€ and sandwiches cost between 1 to 2 €)
